Jaabir ibn 'Abdullaah al-Ansaaree narrated that the Messenger of Allaah (sal-Allaahu `alayhe wa sallam) said:
((It is not befitting for a scholar to remain quiet upon his knowledge, and nor is it befitting for one who is ignorant to remain quiet upon his ignorance)).

Is calling to Allaah ‘Tawqeefiyyah’ or ‘Tawfeeqiyyah’?
The ‘Call to Allaah’ is ‘Tawqeefiyyah’ in the sense that the Daa’ee (the caller) follows in his Da’wah the methodolgy which Allaah guided the caller to, by way of wisdom, fine sermon, and debating in the issues relating to Ijtihaad in a way that is best in order to reach the truth, without making it ones intention merely to overcome or over power their opponent in debating, and neither making it ones intention to blindly follow nor stubbornly cling to his own opinion. Allaah the Most High said:
{Call to the way of your Lord with wisdom and fine sermon and debate with them in a way that is best.} (An Nahl/125)
The one who is calling to Allaah should forbid the evil with his hand providing that he is able and qualified to do so, however, if he is not able, then he should suffice by forbidding the evil with his tongue, and if he is not able to do so with his tongue, then at least he should reject that evil with his heart, and that is the weakest of Eemaan, (faith).
(Calling to Allaah) is ‘ Fard al Kifaayah’ (a collective obligation) that if it is established by a group of people then the sin falls of the rest of the community however, it’s obligation falls specifically upon those whom which the da’wah cannot be established except with them.
As for by way of ‘Wuqoo’’ (that the responsibility falls upon an individual) then this is ‘Tawfeeqiyah’ meaning that whomsoever Allaah wishes Tawfeeq for in taking onboard the obligation of calling to Allaah then Allaah opens his heart towards it and prepares him for giving Da’wah and the means for it, a blessing and a mercy from Allaah the Most High.
And success is with Allaah.
And may Allaah send His blessings upon our Prophet Muhammad and upon his Family and Companions.

هل الدعوة إلى الله توقيفية أو توفيقية ؟ |
الدعوة الى الله توقيفية من جهة أن الداعي يتبع في دعوته المنهاج الذي أرشد الله الدعاة إليه من الحكمة و الموعظة الحسنة و المناقشة في المسائل الاجتهادية بالتي هي أحسن للوصول إلى الحق، لا لقصد التغلب على غيره و التعصب لرأي نفسه قال الله تعلى: (ادع إلى سبيل ربك بالحكمة و الموعظة الحسنة و جادلهم بالتي هي أحسن) الآية. و أنه ينكر المنكر بيده إن استطاع و كان أهلا لذلك، فان لم يستطع فبلسانه، فان لم يستطع فبقلبه و ذلك أضعف الإيمان. و هي فرض كفاية إذا قام بها البعض سقطت عن الباقين و تتعين على من لا تقوم إلا بهم.
أما من جهة الوقوع فهي توفيقية بمعنى أن من شاء الله تعالى له التوفيق لأداء واجب الدعوة إلى الله سرح صدره لها و هيأ له أسبابها، فضلا منه تعالى و رحمة.
وبالله التوفيق، و صلى الله على نبينا محمد و على آله و صحبه و سلم.
