Question: Is the intention for undertaking the rites [of the hajj or the 'umrah] to be verbally pronounced in answering the call to pilgrimage?
Response: [From] answering the call to pilgrimage is to say:
"Labbayka 'Umratan" if one is intending [to perform] 'umrah, and:
"Labbayka Hajjan" if one is intending [to perform] hajj.
As for [making] the intention, then it is not permissible to verbally pronounce it; For example, one must not say:
"O Allaah! Indeed I intend [to perform] 'Umrah" or "...i intend [to perform] Hajj"; This [verbal pronouncing of the intention] is not what the Prophet (sal-Allaahu 'alayhi wa sallam) did.
