Reference: al-Fowzaan – ad-Da’wah 1575 – Sha’baan 1417H
Question: Upon the start of the month of Ramadhaan, people exchange greetings [on the occasion] of the beginning of this month – just as the greeting for the ‘Eed; Is this [practice something which is] established from the Salaf?
Response: There is no harm in [extending] greeting(s) [on the occasion of] the beginning of the month of Ramadhaan, because the Prophet (sal-Allaahu ‘alayhi wa sallam) used to extend glad tidings to his companions on the arrival of the month of Ramadhaan, and say:
«O People! there has come to you a great and blessed month…» – [Weak: Transmitted by Ahmad 2/330, 524, Ibn Maajah 1884, al-Bayhaqee 4/304]
…and he would remind them of it’s excellence and inspire them to do acts of worship during it and encourage them upon that; Some of the people of knowledge have said: This [act of the Prophet (sal-Allaahu ‘alayhi wa sallam)] forms the basis for greeting [one another on the occasion of] the beginning of the month of Ramadhaan.
حكم التهنئة بدخول رمضان

السؤال: في بداية دخول شهر رمضان يتبادل الناس التهاني بحلول هذا الشهر – كالتهنئة بالعيد – هل هذا وارد عن السلف؟
الحواب: لا بأس بالتهنئة بحلول شهر رمضان، لأن النبي (صلى الله عليه و سلم) كان يبشر أصحابه بقدوم شهر رمضان و يقول :
«أيها الناس قد أظلكم شهر عظيم مبارك» [ضعيف: أخرجه أحمد، ز ابن ماجه، و البيهقي]
…و يذكر لهم من فضائله و يحثهم على فعل الطاعات فيه و يرغبهم في ذلك. قال بعض أهل العلم: هذا أصل التهنئة بحلول شهر رمضان.
