Travel to Jeddah from the Meeqaat for the one intending ‘Umrah

Question: [What is] the Meeqaat for Umrah if a person [i.e. intending Umrah] were to travel from [the Meeqaat] to another city such as Jeddah?

Response: He enters into the state of Ihraam from the Meeqaat and stays in Jeddah in the state of Ihraam, even if [he were to stay in Jeddah] twenty days, just as the Companions [of the Messenger of Allaah (sallallaahu alayhi wa sallam)] did the day of al-Hudaybiyyah, when [they] remained in the state of Ihraam throughout the time it took for the peace treaty [of al-Hudaybiyyah to be completed]. This was due to the fact that they intended Umrah [when they left from the Meeqaat in al-Madeenah]. However, if [a person’s] first intention was to visit his family in Jeddah, and Umrah followed after this [i.e. he developed the intention to make Umrah from his place of staying in Jeddah], it would be permissible for him to pass by the Meeqaat without entering the state of Ihraam, whereby he would enter the state of Ihraam from his place of staying [in Jeddah] if he wished to make Umrah.

السؤال: الميقات في العمرة إذا كان سيمر به إلى بلد أجرى كجدة؟

الجواب: يحرم من الميقات ويمكث بجدة ولو عشرين يوما محرما كفعل الصحابة يوم الحديبية حيث بقي الصحابة محرمين طيلة المدة التي جرى فيها التفاوض والصلح لأن قصدهم العمرة وإذا كان قصده الأول زيارة أهله بجدة والعمرة تبع جاز له أن يتجاوز الميقات حلالا ثم يحرم من مكانه إذا هو نوى العمرة.
